All she really knows is that he served with the US army during the Korean War and was stationed in the Philippines for a while. Here is an image.

Edit: I guess a name would be helpful. He went by J (Johnny) Harcar.
The place to start is the US Government! If your friend goes here, she can request a copy of his DD Form 214, which provides an overview of his service. It can be done for free!
The problem though is that as a US Army srvicemember, his record may have been lost. A fire in one of the archives destroyed tons and tons of records from that era back in 1973. They have managed to reconstruct some of the info, but not all of it.
