Why is Haiti so much poorer than the Dominican Republic (and the rest of the western hemisphere)?

They both share the same island of Hispaniola, yet Haiti is the only country in the western hemisphere with a "low" HDI.

Haiti is considerably less developed than the next poorest country in the western hemisphere, Honduras.

Why is Haiti such an outlier?
