Kaliningrad Oblast (previously Konigsburg) was directly annexed into the Russian Soviet Republic at the end of World War Two, and was heavily repopulated with Russians. Hence when the USSR broke up it was still a part of "Russia", rather than being a member state of the Union that would break away.
