I would say it did not have much direct impact on the rise of Prussia, although you could argue it was caused by similar factors.

First off you have to be careful to distinguish between Catholicism and Austria/the Hapsburgs. The Hapsburgs were Catholic, but many Catholics, including France and Rome itself, were not aligned with them. Prussia rose to power mainly at the expense of Hapsburg Austria. The reason for this was the power vacuum in northern and central Germany due to the fact that the HRE never coalesced into a centralized state. I would argue that Lutheranism was partly caused by this, as northern principalities wanted to remove control from the Catholic Hapsburgs, along with church revenue. Prussia converting to Lutheranism was a natural action to take when their arch enemies are Catholic
