If Hitler never rose to power, then someone else might have taken over, or it would have collapsed entirely. Germany would either end up being broken up into smaller countries, or absorbed into the countries around it.
One of the few reasons why Hitler was even able to rise to power was because of the Treaty of Versailles. From the German perspective, it pretty much wreaked havoc on their economy, crippled their armies, and pretty much had them take the blame for EVERYTHING that happened in WW1. They weren't allowed to have a standing army, they had to give up all the land they stole, and had to leave Poland and Austria alone, even though many Austrians (at the time) believed they and Germany should be one country. There's so many rules they had to obey, and one of them was a 6.6 Billion dollar debt that was slapped on their lap. This, ultimately, crippled their economy, and to make matters even worse, they weren't allowed to trade overseas. Meaning, no shipments to and from China, India, and the like.
In layman's terms, yes. Germany would have fallen apart without someone like Hitler to bring them all back together.
