First of all, to be clear - the German Empire was created by the Reichstag of the North German Confederation in December of 1870. The event in Versailles in January was simply the formal proclamation of Wilhelm I as Emperor - the title had already been given to him by the Reichstag.

To answer your question, though, you can argue that many of the states formed after World War One did just that (and, ironically enough, in pretty much the same place). The Paris Peace Conference resulted in the creation (or re-creation) or Poland, Czechoslovakia, Yugoslavia and Armenia.

Many of the important events in Canadian independence took place in the Palace of Westminster. Starting with British North America Act 1867 and ending with the Canada Act 1982, all changes to Canada's governance were formalized by the British Parliament. Regardless of when you consider Canada to have become independent, it happened in Westminster.
