Bicycle cards come from the English tradition, so obviously, the cards do reflect the monarchy. The Queen is modeled after Elizabeth of York, the Queen Consort of Henry VII, and the King is modeled after Henry VIII. French playing cards (not Bicycle cards) have their own specific derivation.
