State pensions for the elderly

I recently finished watching the movie Umberto D. about an old civil servant who tries to get by on a government pension in Italy of the 1950's. This however, turns out to be a very tough task. It got me wondering though, what is the history of these government pensions? When were they first instigated and how did they work? Would most people struggle to get by or did this man just have a stroke of bad luck?

Keep in mind we still have pensions for the elderly called Social Security. It is considered by most people not to be a living wage.
