What final offensives? They were on the retreat.

After the death of Hitler the new Reichspraesident Doenitz gave priority to the evacuation of soldiers from the East to the West. It seems little or no thought was given for the civilians. They were left to themselves. In fact, it seems that pretty much the aim of keeping the war going for another week was to save as many soldiers as possible and many thousands of civilians paid for that with their lives.
