Is this antique pea coat legitimate?

In my quest for fashionable winter layers, I've come across this antique naval pea coat on ebay. The seller claims that the coat is from the 1900's-1930's, and that it might be a German coat from WWI.

The coat has some interesting buttons on it that seem to bear some sort of insignia with two lions and a not particularly intelligible phrase that may be Latin. You can see a closeup of one of the buttons on the item's page.

I want to know if this coat is legitimate enough to drop the money on it, but my google searches have been to no avail. Perhaps /r/AskHistorians could be of aide?

As far as I know old pea coats from the navy (of most nations) often have two rows of buttons instead of one and the pockets should be just a narrow slit. This coat looks much more authentic to me. You can find some examples of German WWI uniform here, including some officers in pea coats.

The inscription is supposed to read spectemur agendo (looks more like spectimur agemo to me, tbh), these buttons seem to be pretty common.
