Were all German citizens expected to attend the 1937 Nuremberg rally? Was there a punishment for not attending?

Not all German citizens were required to attend the Nuremberg rally. Simply put the logistics of having some 60 plus million Germans attend one event in one city is beyond even the most powerful of authoritarian governments. While exact figures presently elude me, from what I recall the 1938 rally had a total attendance of roughly 3 million, to give an idea of the scale of these events.
