Because the Soviet Union was so large, did people fleeing persecution or state control ever escape into the interior of Siberia or otherwise beyond government control? And were there any known places of refuge for dissidents?

The Siberian Taiga is at least one place that people fled to re. this article I suspect that small groups may have been able to accomplish similar acts but I would doubt that large groups of say town or village size were able to avoid the Soviets in this way.
