The best book on diplomatic history that I have read is AJP Taylor's "The Struggle for Mastery in Europe," which describes the diplomatic relations among the European powers from 1848-1918 and is incredibly detailed. Not for the faint of heart.

If you're wondering where the diplomatic system (embassies, ambassadors, etc.) comes from check out Renaissance Diplomacy by Garrett Mattingly an old but very good book.
