Here is a long blog post about this. Short answer: no concrete plans, because the concrete plans for how to use the bomb didn't start getting made until after Germany was already pretty much defeated (because the bomb took a long time to get to a concrete stage). FDR apparently did float the idea at the end of 1944 but was told that the schedule on making the bomb made it impossible.
