Because you don´t need to be part of the EU to have the Euro as currency and you don´t have to use the Euro as a member of the EU. All these states are also surrondend by Euro nations so it´s smarter to use the Euro. The vatican state is so small and has almost no population so if you want to buy something it´s more convienient to go to Rome.
