I would put my opinion onto Eli Whitney. His started the "American System" now known as mass production. He was able to get several workers to make the parts of weapons, instead of one skilled craftsman to make a complete musket. The parts were interchangeable and could be assembled into a working gun quickly. Every soldier got the same weapon.
