It didn't. It forced the United States into a war with Japan. The German declaration of war on December 11th is what got the US into the War in Europe.

After the attack on Pearl Harbor, FDR asked for and got a declaration of war on Japan - just Japan, not Germany. A few days later, Hitler declared war on the United States.
