How long was long hair the norm for men? When and how did short hair become the new standard?

When did short hair become the norm? It seemed to be that, especially in northern Europe, long hair was long the standard for men. From the ancient Germanic, Celtic and Slavic tribes to the early 19th century long hair seemed to be the standard fashion for men. How come short hair became the new fashion? What role did baldness play here as well?
