However, the reforms (if he would have been able to set them into action) would change the political system of the Austro-Hungarian Empire. But I think the Hungarians would have been the ones to lose more in the process. Part of the reasoning behind the reforms was to break the political deadlock that existed between the two half of the empire. Either by dividing the Empire into three parts (lead from Vienna, Budapest and Zagreb) so that 2:1 votes could break the stalemate or by subduing the Hungarian half. So in that scenario Budapest should play the conspiracy villain, not Vienna.
