What do you mean, "count as owning property?" If you own it, it's property.

If you're talking about the franchise then the property qualifications were set by the states and they varied with place and time. For example in 1776 in Georgia you needed 50 acres of land – even worthless land – while in Connecticut you qualified with 40 pounds worth of property of any kind, even chattels. Most states had more complicated systems with multiple ways to qualify through some combination of land area, land value, total property value, income, or taxes paid.

That's more what I was wondering, which was more of the legal meaning of property in that era, due to the privileges that it brought. I did not know that the condo was such a recent concept, so that is interesting! Thank you!
