This statement rests on a false assumption. Many countries conquered other countries. A branch of the Timurids conquered a good chunk of India. Japan tried to invade Korea but failed. The Ottomans conquered a good chunk of the Balkans. China annexed Tibet, Mongolia, and the area now known as Xinjiang. And so forth.
