My friend claims that Britain developed a chemical which smells so bad that stops the enemies from fighting. I said that might be against the Geneva Protocol, but he says it's not because it does not kill. Is he right?
Riot control is different from warfare in both the Geneva Convention and the 1993 Chemical Weapons Convention. The Geneva Convention specifically mentions that these gases were prohibited in war, and the CWC specifically mentions not using riot control agents in warfare.
Britain probably isn't developing it for warfare, research into malodorants for riot control is not new
