What's the story behind the Putin tourist photo?

This photograph allegedly shows a young KGB agent Putin posing as a tourist near Regan in the 80's. You've probably seen it on the internet at one point or another.

Reddit said it was a hoax. What's the historical consensus on who the person is, and what they were doing? It kind of looks like Putin I guess, but who knows.

Putin was located in the GDR at that time. Or that is the current stance of the kremlin. The claim that it's Putin was made made by Pete Souza who discovered this photograph in his archives.

There would be nothing touchy about picture like this for a Russian public. The message would be that he's been doing his duty. Instead they prefer the pictures from Putin's time in St.Petersburg of the 1990s because of the way he is dressed.
