Yes the french were viewed as Aryans a mixture of purer Nordic Aryans(the Germanic franks) ,the Mediterranean Aryans(Latins), and alpine Aryans(Celts)

so they were considered Aryan and fit to be a puppet state or integrated into the German state which was in theory made up of the most pure Nordic Aryans

western europeans were generally considered fit to rule there own realms as long as they coopereated with and allowed the Reich to prosper although certain nazi groups held concerns that many of the southern aryans had been heavily contaminated by Jewish and African intermixing
