Specifically, the thieves, rapists, murderers, etc of German society. Did the Germans empty their prisons and put them in penal battalions? Were some of the more petty criminals released and put in regular units?

I know there was a battalion of released German criminals that committed some horrific crimes on the Eastern front but I was wondering if they were an outlier or if other units like them existed.
