Germany did indeed attempt to adhere to the Geneva Conventions. However, the "Geneva Conventions" that you're likely thinking of (including protection of non-combatants without distinction of race, religion, nationality, and political opinion) weren't actually ratified until the Fourth Convention in 1949.
