Absolutely not. Axes were very common all over the world. Notable Axes include the Francisca, the signature weapon of the Franks that predates the Viking Age.

The American [Tomahawk](http://en.wikipedia.org/wiki/Tomahawk_(axe), another throwing axe used by Native Americans developed before the arrival of Europeans.

The Shepherd's axe used by the slavs, it also doubled as a walking stick.

The [Ono](http://en.wikipedia.org/wiki/Ono_(weapon), a Japanese weapon.

The Parashu, an Indian battle axe.

And the Sagaris, an ancient Iranian Battle Axe that was also used by the persians. Fun Fact: According to legend, the mythical Amazons also used the Sagaris.
