Now I know the people that who live in that part of Eastern France today are French and Citizens of that country but judging from the surnames of the people there and the local architecture, would they be considered ethnic Germans?
Also my other question is whether Standard German is spoken there today considering the region borders Germany.

Just a side information. The German speaking Swiss would very much oppose to be put in together with Germans and Austrians. Also their German isn't very compatible with german spoken in Austria and Germany.
