Did the riches of the New world stunt Spain's industrial growth?

I read a theory somewhere that because of the massive amounts of gold, silver, slaves and other resources from the Americas, Spain never had a good incentive to build up a strong industry, since resources were so plentiful. This was supposedly one of the main reasons for why Spain was surpassed by Britain in the long term
