Can you clarify or expand on the question a bit? It seems to be asking if there is a structural parallel in contemporary Sino-US relations (which is off-topic for this sub, actually) and Anglo-German relations circa WWI.

But, I don't see any meaningful parallels there, given how wildly different the countries, cultures, and eras involved are. And I'm also not sure that this sort of structural comparison is ever useful in any general sense--it seems like a priming for bad generalizations.
