I don't really understand the question. Pirates were raiding (in small numbers) for decades after the Revolution, although these were usually attacks on ships rather than on towns. Jean Lafitte was a pirate, and was pardoned when he fought with the Americans at the Battle of New Orleans in 1815, although that was not in the original 13.
