they did this because the spigot of African and Irish laborers had been turned off. The plantation system in the Americas was based on slavery--the forced importation of Africans--and the indenture system in the Americas heavily relied on the forced importation of Irish and poor British. But once slavery was illegal and the indenture of Europeans fell out of favor, they turned to Indians. so...its really just about what was acceptable in what century.
