Why is Hitler seen as being entirely responsible by the majority of people for the Holocaust when Hermann Goering was the one who said "prepare for the final solution"?

  1. Hitler is not generally regarded by academics as being entirely or solely responsible for the holocaust. It took a large number of like-minded people to pull that off, along with an all too willing German public giving their implied consent.

  2. The nature of fascism is that the person at the top of the ladder is the person who makes all meaningful decisions. So Hitler, or people specifically appointed by Hitler, made all the important decisions, including the decision to kill Jews.
