When was the first concentration camp found by the outside world (Outside of Nazi Germany)?

Concentration Camps weren't a secret. The first one, Dachau, opened not long after Hitler became Reichskanzler in 1933. Among the first sent there were those such as communists, union leaders and the long term unemployed. It wasn't hidden and people were released from it. Concentration camps ended up all over the place in Nazi Germany. You couldn't throw a rock without hitting one. You'd be hard pressed to find someone who honestly hadn't heard of them.
