Even in Germany, there were large groups of ethnic Germans working against the Holocaust and Hitler. Even among the SS, it is well reported that a large percentage of SS were unable to carry out mass killings, and even Himmler himself became noticeably uneasy when he personally watched the execution of Jewish civilians. German newspapers largely downplayed the extent of the Holocaust and the murder of POWs.
Meanwhile, 20 million Chinese civilians and millions of others were killed by Japanese soldiers, yet as far as I know there was no major opposition amongst Japanese civilians or military personnel. Japanese newspapers even glorified the slaughter of Chinese such as in the Contest to kill 100 people with a sword. Hirohito and the royal family lived comfortably during and after the war and there was no Operation Valkyrie type attempts on his life. Why was this the case?
Propaganda, anything having to do with promoting the atrocities done by both sides was due to propaganda. The Germans printed propaganda when they invaded Poland with depictions of men on horseback charging at tanks to show how advanced the german military was. Americans had propaganda of racist depictions of both Germans and Japanese to make the public grow sour of the enemies of the allies. Japan was no different, well the difference being their leader was a divine power who could do no wrong and did what he could for the better of the Japanese people. The propaganda however would bolster the atrocities saying that they were needed, the Chinese were unfit to live in that region and were not better than Japan therefore they must all die for their inferiority. The public bought into it because the "God" like emperor and his propaganda people told them it was a good thing,
