I hear this sentiment a lot. But it doesn't seem to be as true as people think. A lot of famous historians were "losers" who wrote their histories as a protest. Thucydides, Eusebius, and Anna Komnena are examples.
There are also lots of "occupied" nations that were able to pass along an anti-occupation version of their history. Greece was able to pass on its history despite occupation by the Turks. The Soviet invasion of Eastern Europe during WWII was never forgotten. A lot of early history of the American Civil War was written by Southerners.
