Were the builders of the ancient architectectual projects like forums, stadiums & theaters like today's real estate moguls?

We read of emperors building forums, theaters, stadiums (stadia?) as "gifts" to the public. Currently forums (shopping malls) are built with the intent to collect rent from shop owners. Theaters and stadiums are built to collect monies from tickets. Real estate projects like this are built to generate revenue, a return on the investment. In ancient rome, didn't patrons & audiences have to buy tickets? Didn't shop owners pay rent? Who got this money? I can't imagine the Donald Trumps of the ancient world building these facilities & not getting a cut of the cash flow they generated. How didn't his work?
