Is the phrase "turn of the century" unique to describing the transition from the 19th to 20th century, or was it used for previous century changes?

This is by no means definitive and it's possible someone will have much more specific information on this phrase somehow, but a Google Ngram search suggests that "turn of the century" was practically unused until a couple decades into the 20th century. Given the very strong differentiation in the data, I feel safe concluding that the phrase itself really only emerged to describe the transition from the 19th to the 20th century.
