Did Adolf Hitler turn the Germans into an anti-Semitic culture for his own gain or were the hateful ways already there?

Anti-semiticism was already prominent even before Hitler came to power. In fact, it was always present in Europe in that time but this sentiment rose in Germany immediately after WWI ended in November 1918. This was exacerbated when the de facto ruler, Ludendorf, publicly blamed the socialists and jewish businessmen for the Army's "stab in the back" for influencing the civilian government to end the war on such bad terms. Post war Artists like Otto Dix and George Grosz are known for being able to capture the mood that they sought to paint with some of their work displaying anti-semitism. In Otto Dix's Pragerstrasse (1920) the observer sees deformed soldiers with one of them rolling over a newspaper that is titled "Juden Raus!" (Jews out!).
