Its a communication device. Think like signal flags. They helped make sure a large army all knew what the formation/battle plans were. They were slightly more complicated in real life, but looking at that pic obviously simplified for the game.

Those work basically like flags (standards) used to command troops via line-of-sight, and for distinguishing and marking specific units of troops within an army.
