Was Reza Khan's Iran turning towards fascism?

Less of "turning toward Fascism" than "trying not to be Soviet and British puppet State".

Who was major state in the world at that time who was not Soviet Union and British Empire? Germany. (well, yeah, there was USA, but they were far away and had negligible presence in Middle East unlike nowadays)
