What is the origin of the "One man had the gun, the next had the ammunition" saying about the Russian army? Was it true at any point?

To sum it up, while some ammunition shortage occurred, no Soviet soldier were ever sent with one rifle for two. At least, not as systematically as Call of Duty and Enemy at the gates suggested.
