Throughout the 19th and early 20th centuries, France had a lower birth rate than the rest of Europe. Why?

I've been browsing the demography charts at Gapminder, and noticing something unusual: starting in the middle of the Napoleonic Wars, about 1810, the French birthrate starts to slide, and stays unusually low compared to the rest of Europe well until the 20th century. What happened?
