I guess that could be attributed to the fact that the rigid social class structure is still in place. The bottom/lowest class of people aren't able to really get any jobs or education. They're even not allowed to have their shadows touch other, higher class' people's shadows. Due also to over population, this would cause a significant effect on the economy. I'm not an expert, so I would double check the facts before quoting me anywhere.
