During WW2, what was the official policy of the Allied forces on looting? In reality what happened to offenders? How often did superior officers just look the other way?

Many soldiers looted but nothing was really truly done about it. Soldiers would bring home souvenirs such as lugers (German handgun) and personal possessions of German soldiers, such as watches and rings. Allied soldiers were barley ever prosecuted on the matter because even the high ranking members were looting, I'm sure a few people were given court Marshall's or discharged as a result of the looting but other than that there were no efforts to stop it.
