The ship is a full rigged ship. Looks like from the 1600s, or earlier than 1700 or so, due to the rig of courses and tops'ls only (no t'gallants). I don't know how you know it is Dutch.

The scene looks like the Mediterranean somewhere. The lateen rigged ships in the harbor, and the classical ruin on the shore indicate a Mediterranean setting. I would guess Italy somewhere. The castle also has a vaguely Italian look with the round keep (a la Castel St. Angelo, although round keeps were also common in France).
