It was more the fact that there were very little who would speak out against racism. During World War 1 the country bonded together in efforts to push the Allies back. Much of the racism and backlash towards non-Germans took place after 1919 and the Treaty of Versailles.

The Jews, Blacks, Gays, non-Germans were blamed for Germany failing to win the war. It was on them and the people of Germany rallied behind the Cult of Personality who told them so. Anti-racism did exist, but they held no political or social power to make change.
