From the get-go, the Confederates knew that they did not have the manpower to launch a full-scale invasion of the Union, and much less to occupy it. The best that General Lee hoped for was to capture Washington, and pressure Congress and the President into negotiations. All in all, the Civil War for the Confederacy was one of legitimacy and recognition, and not one of conquest.
