How and why in the wake of Charlemagne's death was the German part divided into so many tiny states, yet the French part remained more or less monolithic?

Did it have something to do with the succession laws at the time, or was it by conquest? Or was France also similarly fragmented - just that it was unified to a better degree than the HRE?
