The first country to adopt DST is Germany, and the often cited reason is to conserve fuel. Is it true?

Germany introduced "Sommerzeit" in 1916. The reason cited in contemporary sources is to make better use of sunlight. Due to the british blockade, Germany did not have sufficient fuel, so the reason you mentioned is correct. I do not know if there were other countries to try this before.
